Bike ownership surges in London before ULEZ

A survey by motorcycle insurers and BMF Corporate Members Bikesure has found a 141% increase in motorcycle, scooter and moped ownership in London ahead of the introduction of Ultra Low-Emission Zones (ULEZ).

To overlap with the existing Congestion Charge area, the ULEZ area will cover central London from April 8 onwards and most vehicles will be subject to a daily charge of £12.50. However, vehicles which meet emissions standards will be exempt from the charge and the minimum ULEZ standard for motorcycles and mopeds is Euro 3, which became mandatory for all new motorcycles in 2007.

The result has been a sharp increase in ownership of motorcycles, scooters and mopeds which will be exempt from the charge. In a survey of 1,000 London commuters, Bikesure found that 82.1% either had already changed or were thinking about changing how they travelled because of the introduction of ULEZ and interest in powered two-wheelers has been significant.

Only 3.7% of households covered by the survey already used motorcycles, scooters or mopeds, but Bikesure found that this would rise to 8.8% because of the introduction of ULEZ – a 141% increase. For just mopeds and scooters, this anticipated increase hit a remarkable 400%.

A spokesperson for Bikesure said: “The results that have come through from the survey are quite interesting, and show Londoners have been getting prepared for this. This could be a sign of changes happening in the industry as more and cheaper electric and low-emission models are entering the market. The next five to 10 years will be a very interesting time.”
